İletişim çağının bir getirisi olarak devletlerin diğer toplumları tanımak istemesi ve iletişim kurma arzusu, çok çeşitli iletişim çabalarını ön plana çıkarmıştır. Diplomasi ile başlayan süreç II. Dünya Savaşı sonucunda kamu diplomasisi faaliyetlerine dönüşmüştür. Kamu diplomasisi, devletlerin sert gücünden ziyade yumuşak güçlerini ortaya koymaktadır. Söz konusu yumuşak gücün bir ayağı olan kültür diplomasisi kamu diplomasisinin etkin faaliyet alanlarından biridir. Kültür diplomasisi ile devletler, kendi kültürlerini, yaşam şekillerini ve kendine has yaşam pratiklerini hedef kitlelerine anlatabilmekte ve onlarla paylaşılabilmektedir.
Çağın değişen dinamikleri sonucunda kamu diplomasisi kendisini güncellemiştir. İnternetin ortaya çıkışı, dünyada pek çok sistemi değiştirmiştir. Kamu diplomasisi de bu durumdan etkilenmiş ve dijital alanda kendisini var etmiştir. Dolayısıyla devletlerin kamu diplomasisi faaliyetlerinin günümüzde çoğu kez dijital olarak uygulandığı görülmektedir.
Bu çalışmada, devletlerin dijital yerlileri etkilemek adına dijital kültür diplomasi faaliyetlerinin nasıl olması gerektiğine yönelik bir değerlendirme yapılmıştır. Çalışma kapsamında devletlerin dijital yerlilere yönelik dijital kültür diplomasi uygulamalarındaki faaliyetlerinde şeffaf bilgilendirme odaklı oldukları, fazlaca görsel kullandıkları ve özgürlükleri kısıtlayıcı etkinliklerde bulunmaktan kaçındıkları gibi çeşitli sonuçlara ulaşılmıştır.

DIGITAL NATIVES PERCEPTION OF DIGITAL PUBLIC DIPLOMACY PRACTICES: AN EVALUATION SPECIFIC TO CULTURAL DIPLOMACY
Abstract
As a result of the communication age, states' desire to know other societies and their desire to communicate have brought a wide variety of communication efforts to the fore. The process that starts with diplomacy II. As a result of World War II, it turned into public diplomacy activities. Public diplomacy reveals the soft power of states rather than their hard power. Cultural diplomacy, which is a pillar of the said soft power, is one of the active fields of activity of public diplomacy. With cultural diplomacy, states can explain their own cultures, lifestyles and unique life practices to their target audiences and share them with them.
As a result of the changing dynamics of the era, public diplomacy has updated itself. The emergence of the Internet has changed many systems in the world. Public diplomacy has also been affected by this situation and has created itself in the digital field. Therefore, it is seen that the public diplomacy activities of states are mostly applied digitally today.
In this study, an evaluation was made about how the digital culture diplomacy activities of the states should be in order to influence the digital natives. Within the scope of the study, various results have been reached such as that the states are focused on transparent information in their activities in digital culture diplomacy practices for digital natives, they use too much visuals and they avoid activities that restrict freedom.

LİMİTED ŞİRKET VERGİ BORÇLARININ ÖDENMESİNDE ORTAKLARIN SORUMLULUĞU
Özet
Limited şirketlerin vergi konusuna girecek türden işlemler yapması, şekli ve maddi vergi ödevlerinin ifa edilmesiyle yükümlü kılınmalarına sebebiyet vermektedir. Ancak, söz konusu vergisel yükümlülüklerin ifasının bu şirketler adına bunların yetkili organları tarafından yerine getirilmesi gerekmektedir. Vergisel borçların ifa edilmemesi veya eksik ifa edilmesi durumunda ikinci derece sorumluluk uygulaması söz konusu olmaktadır. Vergi hukuku limited şirketlerin maddi ve şekli vergi ödevlerindeki sorumluluk uygulamasını özel norm olarak düzenlemiştir. Bu özel normlar incelendiğinde, limited şirketler adına tahakkuk etmiş ve ödenmemiş bulunan vergi borçlarının tahsilinde ortaklara önemli sorumluluklar yüklenildiği görülmektedir. 6183 sayılı Amme Alacaklarının Tahsil Usulü Hakkında Kanun’da, limited şirketlerin hem mevcut ortaklarının hem de eski ortaklarının sorumlulukları hüküm altına alınmıştır. Aynı kanunda, kanuni temsilcilerin sorumlulukları ayrıca düzenlenmiştir. Diğer taraftan, 213 sayılı Vergi Usul Kanunu’nda yer alan vergi borcunun tahsiline yönelik fer’i sorumluluk hükümleri, limited şirketlerin ortaklarını ve kanuni temsilcilerini de kapsar niteliktedir. Bu düzenlemelerle, limited şirketlerden tahsil edilemeyen vergi borçlarından dolayı birden fazla kişi çok sayıda normla sorumluluk kapsamına alınmıştır. Bu durum ise, uygulamada ihtilafları da beraberinde getirmiş ve söz konusu uyuşmazlıklar hakkında yüksek yargı organları önemli içtihatlarda bulunmuştur.

LIABILITY OF PARTNERS IN PAYMENT OF LIMITED COMPANY’S TAX DEBTS
Abstract
Performance of types of transactions by the limited liability companies subject to taxation leads them to be held as responsible as a result of execution of formal and pecuniary tax liabilities. However, the performance of the said tax liabilities must be fulfilled by their authorized organs in relation to these companies. In case of non-performance or incomplete performance of tax liabilities, secondary liability is involved. Tax law has regulated the liability practice of limited liability companies in pecuniary and formal tax debts as a special norm. When such special norms are examined, it is seen that partners have important responsibilities in the collection of tax debts that have been accrued on behalf of limited liability companies and have not been paid. In the Law on Collection Procedure of Public Receivables No. 6183, the liabilities of both current and former partners of limited liability companies are stipulated. In the same law, the liabilities of the legal representatives are also regulated. On the other hand, the secondary liability provisions for the collection of tax debt in the Tax Procedure Law No. 213 also cover the partners and legal representatives of limited liability companies. With these regulations, more than one person is included into liability with many norms for tax debts that cannot be collected from limited liability companies. This situation, on the other hand, has led to disputes in practice and the higher judicial boards have made binding jurisprudences on the disputes in question.

VERGİ YÜKÜ EKONOMİK BÜYÜME İLİŞKİSİNİN WESTERLUND VE EDGERTON (2007) PANEL EŞBÜTÜNLEŞME TESTİ İLE ANALİZİ
Özet
Vergilemenin temel amacı kamu harcamalarının finansmanını sağlamaktır. Bu amaç vergilemenin mali amacıdır. Bununla birlikte vergilemenin ve vergilerin tek amacı kamu harcamalarının finansmanı değildir. Bu mali amacın yanında vergiler ekonomik ve sosyal amaçlara da sahiptir. Vergilerin, hangi amaçla kullanılırsa kullanılsın, mükellefler üzerinde neden olduğu bazı etkiler ve yarattığı bir mali yük vardır. Mükellefler üzerindeki etkilere benzer şekilde vergilerin ekonomi üzerinde de ortaya çıkan etkileri bulunmaktadır. Vergiler maliye politikası araçlarından biridir. Bir maliye politikası aracı olarak vergilemenin ve dolayısıyla vergilerin ekonomik amaçlarından biri de ekonomik büyümenin sağlanmasıdır. Vergilerin ekonomik amaçlarından biri ekonomik büyümenin sağlanması olsa da vergilerin ekonomik büyüme üzerindeki etkisi teoride tartışılan bir konudur. Bu tartışma neo-klasik büyüme modelleri ve içsel büyüme modelleri çerçevesinde ve vergilerin ekonomik büyüme üzerinde etkili olup olmadığı konusunda yoğunlaşmaktadır. Bu kapsamda neo-klasik büyüme modellerinde vergilerin ekonomik büyüme üzerinde herhangi bir etkisi olmadığı kabul edilirken, içsel büyüme modelinde ise vergilerin ekonomik büyüme üzerinde hem negatif hem de pozitif yönde etkili olabileceği savunulmaktadır. Kısaca içsel büyüme modelleri çerçevesinde, vergilerin ekonomik büyüme üzerinde etkili olduğu kabul edilmekte; ancak, bu etkinin yönünün hem pozitif hem de negatif olabileceği kabul edilmektedir. Bu çalışmanın amacı içsel büyüme modellerinin öngördüğü vergi ve ekonomik büyüme arasındaki ilişkinin varlığını IMF tarafından tanımlanan üst orta gelir grubunda yer alan ülkelerde 2008-2019 dönemi için araştırmaktır. Bu kapsamda Westerlund ve Edgerton (2007) panel eşbütünleşme testi kullanılmıştır. Eşbütünleşme ilişkisinin tespitinin ardından katsayı tahmini için Pesaran (2006) CCE testi kullanılmıştır. Elde edilen bulgular içsel büyüme modeli çerçevesinde varlığı ifade edilen vergi yükü ve ekonomik büyüme arasındaki ilişkinin hem pozitif hem de negatif yönlü olarak varlığını doğrulamaktadır.

ANALYSIS OF TAX BURDEN ECONOMIC GROWTH RELATIONSHIP THROUGH WESTERLUND AND EDGERTON (2007) PANEL COINTEGRATION
Abstract
The main purpose of taxation is to finance public expenditures. This purpose is the fiscal purpose of taxation. However, the only purpose of taxation and taxes are not the financing of public expenditures. In addition to this financial purpose, taxes also have economic and social purposes. No matter what purpose taxes are used for, there are some effects and a financial burden on taxpayers. Similar to the effects on taxpayers, taxes also have emerging effects on the economy. Taxes are one of the fiscal policy tools. As a fiscal policy tool, one of the economic objectives of taxation and therefore taxes is to ensure economic growth. Although one of the economic purposes of taxes is to provide economic growth, the effect of taxes on economic growth is a subject that is discussed in theory. This discussion focuses on neo-classical growth models and endogenous growth models and whether taxes have an effect on economic growth. In this context, while it is accepted that taxes have no effect on economic growth in neo-classical growth models, it is argued that taxes can have both negative and positive effects on economic growth in the endogenous growth model. Within the framework of endogenous growth models, it is accepted that taxes are effective on economic growth; however, it is recognized that the direction of this effect can be both positive and negative. The aim of this study is to analyse the existence of the relationship between tax and economic growth. This relationship analyzed for the 2008-2019 period in the upper middle income group countries defined by the IMF. In this context, Westerlund and Edgerton (2007) panel co-integration test was used. After the determination of the co-integration relationship, the Pesaran (2006) CCE test was used for coefficient estimation. The results the shows that the relationship between the tax burden and economic growth, which is expressed within the framework of the endogenous growth model, both positively and negatively.

EKONOMİK, SOSYAL VE ÇEVRESEL DÖNÜŞÜMDE YEŞİL EKONOMİNİN ROLÜ
Özet
İlk defa 1980’lerin sonunda çevresel sorunlarla mücadele kapsamında kullanılan yeşil ekonomi kavramı 2008 Küresel Finansal Krizinin ardından birçok uluslararası kurum ve kuruluş tarafından benimsenen bir yaklaşıma dönüşmüştür. Yeşil ekonominin günümüzde iklim krizi nedeniyle tetiklenen çevresel sorunlar yanında işsizlik ve sosyal adaletsizlik gibi birçok sosyo-ekonomik sorunun çözümünde etkili olabileceğine dair birçok çalışma yapılmıştır. Son yıllarda kamu öncülüğünde hayata geçirilen çevre stratejilerinde yeşil ekonomi, bir adım daha ileri gidilerek bir dönüşüm stratejisi olarak tanımlanmıştır. Bu çalışma kapsamında yeşil ekonominin ekonomik, sosyal ve çevresel açıdan dönüşüm potansiyeli taşıyıp taşımadığı tartışılmıştır. Çalışmadan elde edilen sonuçlara göre yeşil ekonomi yeşil geçişin sağlanmasında önemli bir role sahiptir. Ancak sosyal ve ekonomik anlamda bir dönüşüm yaratma potansiyeli çevresel konulara göre daha düşüktür. Çünkü yeşil ekonomi istihdamın artırılması gibi yöntemlerle sosyo-ekonomik sorunların azalmasını sağlamakta ancak toplumsal adaletsizlikleri tamamen ortadan kaldıramamaktadır. Yeşil ekonomi açısından bir diğer önemli sorun refah seviyesi yüksek ülkelerle düşük gelirli ülkeler arasındaki gelir farkının kapatılmasında faydalı olacağının düşünülmemesidir. Yeşil ekonomi modelinde refah seviyesi yüksek ülkeler çevresel mal/hizmet üretiminde zirvede yer alarak düşük gelirli ülkelere rekabet etme imkânı vermeyecektir. Yeşil ekonomi yine de eski birikim rejimine göre daha adil bir geçiş stratejisi olabilir.

THE ROLE OF GREEN ECONOMY IN ECONOMIC, SOCIAL AND ENVIRONMENTAL TRANSFORMATION
Abstract
The concept of green economy, which was used for the first time within the scope of combating environmental problems in the late 1980s, has turned into an approach adopted by many international institutions and organizations after the 2008 Global Financial Crisis. Many studies have been conducted to show that the green economy can be effective in solving many socio-economic problems such as unemployment and social injustice, as well as environmental problems triggered by the climate crisis. In the environmental strategies implemented under the leadership of the public in recent years, the green economy has been defined as a transformation strategy by going one step further. Within the scope of this study, it has been discussed whether the green economy has the potential to transform in terms of economic, social and environmental aspects. According to the results obtained from the study, the green economy has an important role in ensuring the green transition. However, the potential to create a social and economic transformation is lower than environmental issues. Because the green economy provides softening of socio-economic problems with methods such as increasing employment, but it cannot completely eliminate social injustices. Another important problem in terms of green economy is that it is not thought to be beneficial in closing the gap between the wealthy countries and the poor countries. Countries with high levels of welfare will be at the top in the production of environmental goods/services and will prevent poor countries from closing the gap. The green economy may still be a fairer transition strategy alternative to the old accumulation regime.

COVID-19 PANDEMİSİNİN AVRUPA BİRLİĞİ ÇEVRE POLİTİKALARINA YANSIMALAR
Özet
Bu çalışmada uluslararası çevre politikasının önemli aktörlerinden biri olan Avrupa Birliği (AB) odak noktası olarak seçilmiştir. Covid-19 pandemisinden AB çevre politikalarının ne yönde etkilendiğinin ortaya konması amaçlanmaktadır. Cevaplanmak istenen temel soru, Covid-19’la mücadeleye ve pandeminin ekonomik etkilerine odaklanmanın AB çevre politikalarının ertelenmesine ya da göz ardı edilmesine yol açıp yol açmadığıdır. AB’nin bu süreçte uzun vadeli taahhütlerine sadık kalıp kalmadığı ise cevaplanmak istenen bir diğer sorudur. Bu amaçla öncelikle pandeminin ilk aylarından itibaren AB nezdinde alınan önlemlerin ve kabul edilen üst politika belgelerinin çevre politikasıyla bağlantısı ele alınmıştır. Pandeminin yarattığı ekonomik tahribatın giderilmesine ilişkin alınan önlemlerde ve mali destek paketlerinde iklim hedefleriyle uyumlu yeşil iyileşmenin AB’de bir politika tercihi olarak kullanıldığı görülmektedir. Ayrıca pandemi döneminde çevre politikasına ilişkin atılan adımlar ve yapılan yasal düzenlemeler AB’nin uzun vadeli taahhütleri konusunda kararlı olduğunu göstermektedir. Avrupa Komisyonu’nun 2019-2024 dönemi için belirlediği 6 öncelik arasında yer alan Avrupa Yeşil Mutabakatı kapsamındaki çalışmalar devam etmektedir.

REFLECTIONS OF THE COVID-19 PANDEMIC TO THE ENVIRONMENTAL POLICIES OF THE EUROPEAN UNION
Abstract
In this study, the European Union (EU), one of the important actors of international environmental policy, is chosen as the focal point. It is aimed to reveal how the EU’s environmental policies are affected by the Covid-19 pandemic. The key question to be answered is whether the focus on tackling Covid-19 and the economic impact of the pandemic has led to the delay or disregard of EU’s environmental policies. Whether the EU sticks to its long-term commitments in this process is another question to be answered. For this purpose, first of all, the connection of the measures taken by the EU and the accepted policy papers from the first months of the pandemic with the environmental policy has been discussed. It is seen that green recovery in line with climate targets is used as a policy choice in the EU for the measures taken to recover the economic damage caused by the pandemic and in the financial support packages. In addition, the steps taken and legal regulations regarding environmental policy during the pandemic period show that the EU is committed to its long-term commitments. The EU’s actions continue within the scope of the European Green Deal, which is among the 6 priorities determined by the European Commission for the period 2019-2024.

GÖÇMEN GİRİŞİMCİLİK TEORİLERİNİN MÜLTECİ GİRİŞİMCİLİK BAĞLAMINDA İNCELENMESİ
Özet
Mülteci girişimciliği küresel bir ilgi fenomeni haline geldi. Bu çalışma, mülteci girişimcilikte yaygın olarak kullanılan teorileri, yöntemleri ve bağlamları belirlemek için literatürdeki göçmen girişimcilik teorilerinden faydalanarak mülteci girişimciliğin açıklanmasına katkı sağlamaktadır. Bu makale, sınırları aşan disiplinler arası yaklaşımlara olan ihtiyacı vurgulamaktadır. Mülteci girişimcilik için farklı teorik çerçevelerin geliştirilmesi ve gelecekteki araştırmalar için bir kaynak oluşturmayı amaçlamaktadır.
Mülteci bir girişimin kurulmasını etkileyen faktörler çok yönlüdür. Bu faktörler eğitim, nesil, yerel nüfus, ekonomik durum, iş fırsatları, konum, kültürel ve dini farklılıklar ve köken gibi çeşitli olabilir. Çalışmanın temel amacı, mülteci girişimciliğin boyutlarını anlamak için bir çerçeve geliştirmektir. Çalışma, girişimcilik konusunun kavramsal bir değerlendirmesiyle başlamaktadır. Daha sonra mülteci girişimciliğin tanımı ve gelişimi incelenmektedir. Son olarak, mülteci girişimciliği çerçevelemek için yararlanılabilecek farklı teorileri tartışılmaktadır.

EXAMINATION OF IMMIGRANT ENTREPRENEURSHIP THEORIES IN THE CONTEXT OF REFUGEE ENTREPRENEURSHIP
Abstract
Refugee entrepreneurship has become a phenomenon of global interest. This article contributes to the explanation of refugee entrepreneurship by making use of migrant entrepreneurship theories in the literature to identify the theories, methods and contexts commonly used in refugee entrepreneurship. This article highlights the need for interdisciplinary approaches that cross borders. It aims to develop different theoretical frameworks for refugee entrepreneurship and to provide a resource for future research.
Factors influencing the establishment of a refugee enterprise are multifaceted. These factors can be diverse such as education, generation, local population, economic situation, job opportunities, location, cultural- religious differences and origin The main aim of the study is to develop a framework for understanding the dimensions of refugee entrepreneurship. The study begins with a conceptual assessment of entrepreneurship. Then, the definition and development of refugee entrepreneurship is examined. Finally, different theories that can be used to frame refugee entrepreneurship are discussed.
